Joomla is a web-based Content Management System. The system itself is written in PHP, and must be installed on a functioning PHP web server with database access (usually MySQL)
The best way to get this running on a Windows based home machine is to download a WAMP server (Windows Apache MySQL PHP) – These are pre-compiled Apache web servers with MySQL & PHP already set-up, usually with extra Windows based utilities for monitoring the server & changing the database settings. http://www.wampserver.com/en/index.php has a good WAMP server with PHP 5.X on it.
Joomla is a Content engine. When you request the webpage from your Apache web server, the Joomla script access the MySQL database, loads the content stored there, and the combines it with a pre-selected template to dynamically create the webpage. The strength of a CMS like this is the ability to edit or add pages remotely from any internet access point.

Joomla! is a content management system (CMS).
It needs to be installed and run in an environment that gives it the resources it needs to operate. Normally this would be a Unix server running MySQL (database), Apache Server (web server), and PHP (a way to talk to a database to get results).
You can also develop and test a website locally prior to going live by installing the above components on a Windows PC. They come as a package called XAMPP and can be Dl’d from http://www.apachefriends.org. Then you can install Joomla and start learning.
I would recommend joining OpenSourceMatters (www.joomla.org) and going through the information on the site regarding installation. Read, ask questions and find sites that have Joomla tutorials (there are plenty). Download some free templates and extensions and install them. See how they work on the front end and the back end.
    Hope this helps.
