Wondering if anyone knows anyone who would freelance a project for a Joomla custom component?

What are all the necesarys programs that comes con joomla so I can do all I need for a website?

Joomla is Content Management System (CMS) software. CMS software allows web site owners to organize and show content effectively. Above all it separates the content from the formatting. For example in a traditional web page and design change would require updating all the pages in that site using the new design.
If you use CMS you just change the desing template. The CMS system will use the template to dynamically generate the webpage and all webpages will have the new design. Also all CMS systems have back-end admin login which have web based editing screens for updating content, ie. updating pages (just like composing mail in a web based mail client like Hotmail).

Whereas object oriented programming is a style of programming.

Even though Joomla isn’t a object oriented programming language, it is based on object orientation. You can enable parts, disable parts, have add-on, etc.

Is Joomla software harder than Dreamweaver to learn. I have been told that Joomla is easier than Dreamweaver. Do Joomla make its own codes like Dreamweaver. I want to learn it and I want to buy the software. Please give me your opinion. Do I need to buy the Joomla program or not?

I am looking for a good CMS and upon research, I have found Joomla. I have a few questions:
How easy is it to use and install for beginners?
Is it possible to use your own designs (upload your own css)?
Is it flexible enough to allow me to edit the pages myself?
Is it as secure as it claims to be?
