Is It Normal To Pay A Programme Upfront With No Work Presented To You?

Author: I found a company in india and they want to do a database driven site for me for $1500 usd. They KEEP calling non-stop and want $750 Upfront with nothing, not even a mock up to show me…
Is this normal?
also, when you hire s programmer how did most take payment, how much do I pay up front to bein the work?
Please help, this is my first site and I don’t want to ger scammed.
PS. they are going to use joomla, virtuart to do the site and I dont know if this is even a good idea?? ( I need a CMS)

how does joomla work? can it help me to build a forum website quickly? can it also work with some online payment program? does it include login page and allows registration for different user?
